Flight OZ 991 originated from Incheon International Airport and was heading for Pudong, China, when it first reported trouble, officials said. The air freighter turned around and headed to Jeju when it was lost from the radar.
Search operations were under way, but poor weather condition were hindering operations, officials said.
The Coast Guard told the news agency it found debris from the Boeing-744 aircraft in waters about 66 miles (107 kilometers) west of Jeju city early Thursday morning.
The two on board included the captain, 51, and first officer, 44. Their names were not immediately available.
